Dr. Al-Aboudi affirmed that the Ministry is working to provide a conducive environment for sustainable modernization within the medical specialties sector.

His Excellency emphasized the importance of developing educational and training programs and systems in a well-considered manner that aligns with the profession’s requirements and standards, this development aims to equip graduates with the skills and capabilities to enrich the workforce with solid expertise and qualified personnel, capable of performing their duties effectively, competently and with distinction.

Dr. Al-Aboudi reviewed the importance of integration with healthcare institutions, leveraging their resources, and optimizing the investment in academic and scientific capabilities and university resources, directing their energies towards specialized work and advanced scientific research.

It is significant to mention that the ceremony was attended by Minister of Health, Dr. Saleh Al-Hasnawi, as well as graduation ceremony included delivering a speech by the President of the Iraqi Board for Medical Specialties, Dr. Haider Abd Al-Hussein and delivering a speech by the graduates, as well as screening of a documentary film, the graduation ceremony, the decision to award the certificate, honoring the top students and taking a commemorative photo of the graduates.

Dr. Al-Aboudi added that “As we extend our congratulations to all Iraqis on this national day, we draw the essence and strategic depth of this commemoration from the historic call and decisive word of the Supreme Religious Authority, and from the sacrifices of the martyrs and symbols of victory who inscribed for Iraq an eternal glory in the conscience of the region and the world”.

His Excellency continued by saying that that “Peace be upon Iraq on its day of victory and mercy and eternity to its martyrs”.

Dr. Al-Aboudi reviewed that an agreement was reached between the federal government and the Kurdistan Region on May 5, 2025, allocating 100 university places from each side in medical, engineering, humanities, and technical fields.

His Excellency highlighted that the admissions process resulted in the acceptance of 105 students to federal universities and more than 260 students to universities in the Kurdistan Region.

Dr. Al-Aboudi added that the outcomes of the agreement between the federal government and the Kurdistan Region will significantly boost academic interaction between Iraqi universities and provide a suitable environment for students accepted into all university institutions across the country.

His Excellency directed the commencement of registration procedures and the adoption of the admissions results published on the website of the Department of Studies, Planning, and Follow-up (https://dirasat.mohesr.gov.iq).

Dr. Al-Aboudi emphasized that the project comes in response to the university’s need to expand its infrastructure and aligns with plans to enhance capacity and provide a modern educational environment that meets the requirements of medical specialties.

Dr. Naeem Al-Aboudi added that the Ministry continues to support universities in completing their projects, especially those that contribute to develop education, train programs and provide a suitable scientific and academic environment.

It is significant to mention that the ceremony was attended by the President of the University of Kufa and the deans of its colleges.

Dr. Al-Aboudi emphasized the importance of continuing to improve the quality of educational programs and enhance the presence of Iraqi universities in global rankings.

His Excellency stressed the need to monitor and expand construction and infrastructure projects, provide a comprehensive scientific and research environment for students and faculty members, and achieve academic excellence at both the regional and international levels.

Dr. Al-Aboudi urged the continued implementation of plans aimed at developing the university environment, focusing on enhancing academic quality, developing infrastructure and supporting scientific innovation.

His Excellency honored a select group of pioneering university faculty members in recognition of their scientific and academic contributions.

Dr. Al-Aboudi said that the unique five-year program at the College of Excellence in Arabic Language and Literature, culminating in both a Bachelor’s and a Master’s degree, is a positive indicator that will attract outstanding students and give the academic programs added competitive value.

His Excellency added that the establishment of the College of Excellence in Arabic Language and Literature aligns with the Ministry’s vision to develop high-quality study aspects and provide an advanced academic environment that contributes to develop students’ skills and supporting specialized scientific research.

Dr. Al-Aboudi affirmed that the Arabic language is a fundamental pillar in strengthening the cultural and intellectual identity of society.

The dissertation aimed at evaluating and comparing the efficiency of visible spectral imaging and thermal imaging techniques in the early detection of water stress, heavy metal stress (such as cadmium) and biological stress (induced by Pseudomonas aeruginosa bacteria) in wheat and oat plants.

The dissertation reviewed that thermal imaging has high sensitivity in the early detection of environmental stresses (water, heavy metal, and biological) in both wheat and oat plants, recording a significant increase in red color intensity before the appearance of visible symptoms.

The dissertation recommended using thermal imaging in field monitoring as a primary tool for the early detection of plant stresses, given its high sensitivity in detecting physiological changes before the appearance of visible symptoms.

Dr. Al-Aboudi met with first-year students at the College of Excellence, including those in Applied Information Systems, Data Science, Business Administration, E-commerce, Accounting and Banking, Philosophy and Sociology, as well as students at the College of Artificial Intelligence in its departments specializing in Engineering Applications, Biomedical Applications and Big Data.

His Excellency emphasized that the Colleges of Excellence and Artificial Intelligence embody the strategic vision of the Ministry of Higher Education and Scientific Research to provide an advanced specialized environment that keeps pace with global knowledge transformations.

Dr. Al-Aboudi reviewed their opinions and impressions regarding their academic experience and their level of engagement with the accredited educational programs.

His Excellency handed over digital university IDs to a number of first-year students and inaugurated the Smart Applications Laboratory at the College of Artificial Intelligence, urging the enhancement of practical training opportunities and support for innovative pathways and modern digital technologies.

Dr. Al-Aboudi affirmed on developing curricula and educational and training programs and supporting graduates in acquiring the capabilities and skills that will enrich the work environment with solid expertise and qualified human resources capable of performing their duties efficiently and effectively.

His Excellency expressed his confidence that Iraqi universities and colleges will continue to build upon their achievements in teaching and scientific research and will deepen their partnerships with reputable universities, contributing to the continuous improvement of the quality of the educational environment and enhancing its outcomes now and in the future.

Dr. Al-Aboudi reiterated the importance of activating applied and professional programs in undergraduate and graduate studies, moving them from the theoretical realm to a practical environment, this embodies the philosophy of degrees in vital and technological specializations capable of addressing challenges and generating impact that saves time and effort in producing solutions and resolving developmental problems.

The Minister of Higher Education and Scientific Research, Dr. Naeem Al-Aboudi, concluded the event by honoring the top graduates and taking commemorative photos with the university council.

It is worth noting that the graduation ceremony included a procession of graduating classes, members of college councils and the university council, delivering a speech by the President of Al-Karkh University of Science, Dr. Jumaa Salman Jiyad, a speech by the top graduate and a speech by the Vice President for Scientific Affairs, as well as reciting the university oath and the awarding of diplomas to the graduates.

It is significant to mention that the ceremony was attended by the Deputy of the Ministry for Scientific Research Affairs, the Head of the Iraqi Academics Syndicate, the Head of the Scientific Research Commission, and several university presidents and directors general.
